Some charges and fees are set by Xfinity, while others are set by government agencies or help cover certain required costs. Taxes and fees can vary based on where you live and may change when laws change.

Other charges
These are additional fees that may appear on your bill based on your services or location. Some fees depend on state or local rules and may not be refundable.
Broadcast TV fee
This fee helps cover the costs Xfinity incurs to carry local broadcast channels. It is not set by the government. It can change over time as the costs to carry local broadcast channels increases or decreases, even during a promotion or contract. You will get notice before it changes.

California Public Purpose Fund
The California Public Utilities Commission applies this fee to phone providers. It helps fund programs that support affordable phone and internet service for eligible customers and community groups. To learn more, go to California Public Utilities Commissions.
Federal Communications Commission (FCC) fee
This fee helps cover the fees the FCC charges Xfinity to cover the FCC’s costs associated with regulating services. In most states, it’s included as part of a Regulatory Cost Recovery fee. In New Jersey, it shows as a separate charge on your bill.
Federal Universal Service Fund (FUSF)
This charge helps cover what Xfinity pays into a federal universal service program that supports affordable communications service for schools, libraries, healthcare providers, and low-income and rural customers. It is not government-mandated or a tax, and may change each quarter. You can view the rate here.
Franchise fee
Local governments charge this fee for Xfinity's use of public spaces like streets and utility paths. By law, Xfinity can include this cost on your bill. In Ohio, this fee is called the Service Provider fee.
Late fee
This fee is charged if you miss your due date and do not pay your full balance by the end of the next bill cycle.
Other service providers
Some services on your Xfinity bill, like Netflix, are billed by third-party companies. These companies set their own prices and may change them at any time. They will let you know about any price changes, and the updated amount will show on your Xfinity bill.
Regional Sports Network fee
This fee helps cover the costs Xfinity incurs to carry regional sports channels. It is not set by the government. It can change over time as the costs to carry regional sports channels increases or decreases, even during a promotion or contract. You will get notice before it changes.

Regulatory cost recovery
This fee helps cover certain federal, state, and/or local regulatory costs tied to Xfinity Voice and TV services. It is not a government-mandated fee or a tax.
Equipment rental fee
If you rent equipment, you may see a monthly fee. Sometimes, this fee is included in your service price or covered by a promotion. It may not show as a separate charge. When the promotion ends, the rental fee will apply. Xfinity may change this fee over time and will tell you before it changes.
State Universal Service Fund
This charge helps cover what Xfinity pays into state universal service funds which support affordable service to eligible customers, schools, and/or healthcare providers. It is not a government-mandated fee or a tax.

911 fee
This fee helps states support 911 and E911 emergency response systems.
988 fee
This fee supports the National Suicide Prevention Lifeline and related services.
Athletic fee
This tax applies to certain video content, like live pay per view sports.
Federal excise tax
This tax applies on certain voice services.
Local utility user tax
Some local governments charge this tax for using certain communication and/or video services.
Public, educational, and governmental (PEG) fee
This fee supports local public, educational, and government access channels.
State and local communications services taxes
Some states and cities charge taxes on services like TV and phone.
Gross receipts tax
Some state and local governments tax a company’s revenue. In some areas, Xfinity may include a separate charge on your bill to help cover this cost when allowed. Rates can vary by location and may change over time.
State and local sales tax
Sales tax depends on your state and may also vary by city or county.
State excise tax
Some states charge this tax on video or voice services.
State or local fees or taxes
These fees and taxes are set by your state or city. They help support things like local services, schools, roads, and community programs. You may not see all these charges. It depends on where you live and what services you have.
City amusement tax (Illinois)
In Illinois, cities and towns may charge up to 5% tax on TV and streaming services. Tax rates may vary by location. Chicago charges a higher 10.25% amusement tax on paid TV and streaming services.
Colorado retail delivery fee
Colorado charges a one-time fee when you buy or rent equipment that requires sales tax and it is delivered by motor vehicle. It does not apply to store pick-up, technician swaps, or tax-exempt orders. Each delivery is charged separately. The fee is not refundable.

Virginia charges this tax on cable TV and voice services. It does not apply to equipment.
Community TV of Knoxville access fee
This fee supports community TV operations in Knoxville, Tennessee. It is not a government fee or tax.
Connect ME Fund (Maine)
This fund supports the Maine fund which supports internet access in underserved areas of Maine. It includes a percentage-based fee on Xfinity TV and Voice services and a flat fee on voice lines.
Connecticut Firefighters Cancer Relief Fund
Starting July 1, 2026, this fee supports the Connecticut Firefighters Cancer Relief Fund. It is $0.05 per month, per line for Xfinity Voice and Xfinity Mobile.
Massachusetts license fee
This fee helps cover the cost of regulating cable services in Massachusetts. It may change over time and may not show in all areas.
Maine Telecommunications Education Access Fund
This fee supports the Maine fund that provides discounted internet and phone services for schools and libraries in Maine. It is a flat monthly fee per line. The rate may change each year and is set by the Maine Public Utilities Commission.
Metropolitan Commuter Transportation District (MCTD) tax
This tax applies to the 12 counties around New York City. It supports transportation-related costs tied to Voice services.
Municipal right-of-way fee (Texas)
This fee supports local road and infrastructure maintenance in Texas.
Rights-of-way use fee (Virginia)
Virginia charges this fee to support local infrastructure, like roads.
State assessment fee (New Jersey)
This fee helps fund New Jersey’s Board of Public Utilities.
State communications services taxes (New Hampshire)
New Hampshire charges this tax on Xfinity Voice services.
State cost recovery charge (Texas)
This fee helps cover certain costs tied to operating in Texas. Xfinity lists it as a charge on the bill. It is not a government tax.
State public service reg fee (Delaware)
This fee helps cover the cost of the state overseeing cable services and franchising in Delaware.
State Treasury fee (New Jersey)
